# Meiji Constitution is promulgated (1889)

The constitution established an imperial framework with a bicameral Diet. Sovereignty was vested in the emperor, and ministers were responsible to him rather than simply to a parliamentary majority. The Diet first met in 1890 under a restricted franchise.
